Bring a large pot of salted water to a boil and cook the tortellini according to package instructions. Drain and set aside.
Cook the Ground Beef:
In a large skillet, heat olive oil or butter over medium heat. Add the ground beef and cook until browned, breaking it into crumbles as it cooks. Drain excess fat and set the beef aside.
Pour in the beef broth and bring to a simmer, scraping up any browned bits from the bottom of the skillet.
Stir in the heavy cream, Parmesan cheese, Italian seasoning, red pepper flakes (if using), salt, and black pepper. Let the sauce simmer gently for 3-4 minutes until slightly thickened.
Combine and Heat:
Add the cooked ground beef and tortellini to the skillet. Toss gently to coat everything in the creamy sauce. Let it heat through for 2-3 minutes.
Serve:
Garnish with chopped parsley and extra Parmesan cheese. Serve hot with a side of garlic bread or a fresh salad.
